About the Job

 

The Government of Montserrat is seeking applications from suitably qualified persons for the post of Chief Medical Officer, within the Ministry of Health and Social Services.

“Chief Medical Officer” means a registered medical practitioner with a Degree or Diploma in Public Health or Community Medicine who is appointed by the Governor to direct the Health Services.

The selected applicant as Chief Medical Officer and Senior Health Professional will advise the Governor, the Premier and Minister of Health directly on matters relating to public health.  The post holder will lead the clinical function on island, delivering appropriate, effective and efficient secondary care services and assessing health needs.  In addition, the Chief Medical Officer will direct and manage the Primary Health Care services on island.

Duties and Accountabilities:

 

The Chief Medical Officer will be responsible for:

·    Developing and maintaining a strategy for health care, appropriate to the needs of the community, which takes account of the specific risks and needs of Montserrat and which can be delivered within the available resources.  The strategy will be presented to, and endorsed by, the Executive Council annually;

 

  • Maintaining effective professional links with relevant health organizations and individuals outside Montserrat for the purpose of referring patients, exchanging information and health staff, maintaining awareness of current best practice and securing their assistance when required;

·     Advising  on the Registration of Medical Practitioners and other Health Professionals to ensure that registration is based on criteria, which are soundly based and available for applicants;

 

·        Act as head of profession and mentor for government medical staff, advising on training requirements, conditions of employment, and future resource needs;

 

·      Lead the development of a succession plan that takes into account present and aspiring medical students, and is in keeping with GOM’s Human Resources Policy;

 

·         Managing the delivery of primary care programmes and services to the   community, including nursing, psychiatry, health education, dental and    

environmental health and be accountable to the Permanent Secretary for the delivery;

 

·        Maintain oversight of Secondary Health care by providing professional  

supervision of clinical staff and services.

 

·         Oversee the management of health and social care and ensure the needs of vulnerable groups are met ensuring that the needs of special groups such as children, pregnant women, the elderly, those with chronic

non-communicable diseases and those with physical and mental disabilities are met.

·     Discharging the functions conferred on the Minister of Health and the CMO as set out in the Public Health Act Perform and all other statutory functions such as serving as Chairman of the Nurses and Midwives Board and performing duties as outlined in General Orders.

 

Selection Criteria:

 

·   A Medical degree (that can be registered in Montserrat) with appropriate qualifications in a relevant medical specialty (FRCS, MS, MPH, MRCP DM or equivalent). 

 

·         Medical Qualifications with a Professional Licensing Organisation.

 

·         A minimum of 5 (five) years’ experience in health care management, with  

demonstrable experience in achieving organizational goals including safety, effectiveness, efficiency, and equity in health care. 

 

·         A proven track record of success with health care reforms including

motivating and leading a team to achieve organizational goals within a

health care environment.

 

·         Demonstrable experience with evidence-based decision making and strategic planning.

 

·         Experience in working in a modern clinical environment as well as experience in working in a Small Island

 

·         Must possess current registration as a Medical Officer.

  • Excellent verbal and writing skills.
  • Proven problem solving and analytical skills.

 

Terms of Appointment

Appointment will be made on a contractual basis for a period of two (2) years. 

 

Remuneration Package

The total remuneration package for this post is negotiable.

SELECTION PROCESS

Shortlisted applicants will be invited to participate in a selection process that involves attending one or more interviews and/or assessment centres.  These interviews are designed to assess the skills, competencies and attitudes of the applicant and may be conducted via SKYPE or in person.  The Interviews and/or Assessment Centres allow the Selection Panel to draw on more evidence about the applicants than can be derived from the written application.
