About the Job

The Government of Montserrat is inviting applications from suitably qualified persons for the post of Development Planner within the Ministry of Finance and Economic Management.




  • Supporting the processes of formulation and updating of national development and sector strategies, plans and programmes.


  • Providing technical support in the framing  of  development policy (to include Overseas Development Aid) by preparing strategic donor framework documents that align with the national plan); this includes the preparation of the annual policy level ODA report, project appraisals,  assessing progress and identifying areas requiring action, providing the basis for future ODA.


  • Reviewing programme and project evaluation reports to inform sustainable development plans, policies and strategies.


  • Developing models and employ modelling techniques to support national planning and policy formulation.


  • Conducting research and compiles reports on social and economic development through the analysis of relevant data.


  • Providing assistance in capacity building within Government in the areas of policy formulation, management and project appraisal.


  • Any other reasonable tasks that may be assigned by the Cabinet Secretary or the Director, Policy and Planning.




Applicants must have:


·         A first degree in Economics or Social Sciences and three (3) to five (5) years post graduate experience in the area of Development Planning;

  • A  proven, key skills set covering the following areas:


    • report writing and oral presentation
    • project cycle management
    • strategic and cross sectoral planning
    • socio-economic analysis
    • economic modelling
    • spreadsheet, word processing and presentation tools



In addition to the above, a Post Graduate Degree in Development Studies, with emphasis on Development Planning or a closely related field, would be an asset.





Appointment will be made on a permanent or contractual basis.





Basic salary is at R17-13, that is, EC$58,896 to EC$65,232 per annum (Taxable).


Travel Allowance: EC$9,600 per annum.

    Shortlisted applicants will be invited to participate in a selection process that involves attending one or more interviews and/or assessment centres.  These interviews are designed to assess the skills, competencies and attitudes of the applicant and may be conducted via SKYPE or in person.  The Interviews and/or Assessment Centres allow the Selection Panel to draw on more evidence about the applicants than can be derived from the written application.
